Can i fit 35 inch tires on my chevy silverado?

It should fit. The inside of your tire may rub on the frame rail when making tight turns (like a U-turn), but that will depend on the type of lift set up you have, the width of tires and wheels (that 2 inches makes a difference between 8 and 10 inch wheels) and the type of tire. However, I dont think you will have any problems, My friend has 35s under a stock 99 silverado and they dont rub at all. Your height won't be as much of a problem as your width will be, but the 12 inch wides should fit ok.
