How do we get permission to dig up my mother in law's body and move her to the back yard?!?

My husband's mother died in the winter of 89. He and I met in 97 and have been married 14 years now. He was always very close to his mother and always want to see her again as he never dealt with her death. He wants us to dig her up so he can see her again and be with her and I'd also like to "meet" her since I never have. We also want to get permission to move her body to the backyard from the cemetary so he can be near her.
