My dog will only walk where he wants to?

We have a 7 month old staffie, he's always been hard to walk, but seems to be getting worse, he recently has been asking to go out but will only go to the the cemetary, so we carried on taking him there as we thought at least he is walking, but now he will only walk certain places in the cemetary, he is getting really strong, and its not enjoyable walking him, we have tried everything, such as treats, toys, walking with other dogs but nothing works, if we try to take him anywhere different, he will just refuse to move. We have had a suggestion from a dog trainer to not take him out for a month and he'll grow out of it, but i'm not too sure that would be a good idea, nothing bad has ever happened to him while he's been out, and we've had him from a very young pup so he hasnt been mistreated in any way, any suggestions would be appreciated!!!!!!!!
