When a car drives fast, What makes the rims appear to spin in reverse?

The design of the rim mostly and the light. Its really an illusion. Since the human eye can only see at around 30 frames per second the rim is obviously going faster than that. But when looking at the rim on a high speed camera they are going in the same direction as the wheel is spinning.
